he prob means he has a capped limit for what he can download each month b4 his broadband turns into a modem/dial up lol..

and at the moment his usage is probably all used for this month already, and has been throttled back

It's kinda the same with my Internet card (5 GB limit). It turns into like millions of emails, or w/e.
